MASTER CROOK NOMINEE

Trust begins with principles.

Independence

Funders and management cannot determine a case’s outcome. Review decisions follow independence and conflict-of-interest rules.

Arts. 6, 19, 61–62

Presumption of innocence

Allegations and established facts remain distinct. Only competent judicial authorities determine guilt.

Arts. 8, 14–15

Commitment to sources

Submitting documents does not authorize disclosure of a source’s identity. Use and transfer require separate safeguards.

Arts. 10, 18, 41–46

Reply and correction

At least 14 days to reply before an announcement, followed by rights to challenge, updates and visible corrections.

Arts. 52–54, 71–72

What does “Nominee” mean?

Under the Constitution, a Nominee announcement is a public accountability statement concerning the subject of a case that has undergone independent and legal review and been referred to a competent authority. It is not a judgment or a finding of guilt.

An announcement requires referral, a public role, at least 14 days for a reply, a legal opinion, ethics/data approval and unanimous Editorial Board approval. A submission does not create automatic nominee status.

GOLD CONTRIBUTION SYSTEM

Contribution matters. Verification comes first.

The Constitution sets a value of €100 per Gold for verified contributions. Gold accrues only after verification and a written panel decision. This page does not promise an advance reward for a particular document or person.

Rates and implementation are governed by the Program Guidelines. Verified exculpatory and adverse contributions receive equal consideration; unlawfully obtained material is not rewarded. Gold is neither transferable currency nor a cryptoasset. Payments require identity verification and compliance with applicable rules. (Arts. 58–60)

Two functions. Clear boundaries.
